What's the most damaging secondary for a tanker?
Are we talking about AoE damage or Single Target damage?
Single Target: Energy Melee ( It blooms late, but the last two powers in the set kick [censored])
AoE damage: Fire Melee maybe.
Less damaging overall: Ice Melee.
I can't give you numbers, but Super Strenght is surely a good overall thanks to Rage. All the other sets are pretty close to each other.
If your planning to PvP I'd suggest either Super Strenght or Energy Melee.

Well I used to play an Inv/SS tank so I was thinking along those lines as it suits the concept most
I'd pretty much agree with FF's post...
SS is the most damaging single target secondary until level 35, Energy Melee pulls ahead after that.
Fire is by far the highest AoE damage secondary, and fire damage is fairly unresisted by PvE mobs.
Ice is by far the least damaging secondary, but is usually less often resisted than S/L damage.
Of the remaining ones (Stone, Mace, Axe) there's very little in it but I'd rank Axe as slightly higher.
FF is pretty much bob on. However EM is all about single target, burst damage, with two extreme attacks available which is essential for PvP.
However for DPS, SS is great because of Rage and both Axe and Stone Melee are underated as you can string together really good attack chains. DPS is more important in PvE so it really depends on what you want.
With Stone, Axe and SS levelling is also a lot easier as you can build a decent attack chain early in the game - which is impossible with EM. You'll be grinding for ever going barrage,barrage,bonesmasher,barrage,barrage.
Rage on superstrength dont come to level 28 and the first superstrength pbaoe comes at 38 so being a long haul dps toon is a reward imo. Just like granite makes up for its bad points. Granite/SS or EM tankers that are hastened and took air sup have it easy.

If SS suits the concept, take it, it's a strong primarily-Single Target set with good damage, nice secondary effects (stun/knockdown) and a nice chain.
To round out the attack chain for low-to-mid levels you could take one of the pool attacks (AS is popular, but they're all good really), having a nice constant attack chain is key to feeling super IMO. It's easy on SS though as Jab comes out fast and recharges fast; other sets like Axe have a hard time with constant attack chains.
