I'm not sure of the reason either. If you're not happy with the name or powersets, then, yes, start over. If it's the fusion of Egyptian chic with CoT coture, then maybe save up for a costume change. Either way, you'll soon get back to level 11 if you do restart.

You can change the costume later anyway. If the name bothers you then now is a great time to restart.
