Unslotted it will drain aproximately 1/3 of a mobs end.
One thing to keep in mind: It does almost as much damage as Ball Lightning if they are slotted the same way. Before SOs it may serve you better as an additional AoE and it is still useful against EBs as an endurance drain.
Prior to SOs it's really not worth slotting for endurance drain because of how long it'll take you to drain, but as already mentioned the extra AOE damage can be nice, so if you're going to slot it, I'd put damage in first.
Personally I wouldn't slot it for endurance drain until I had Power Sink too, even slotted with SOs for end drain Short Circuit alone takes multiple applications to drain anything, I tend to feel that if I can kill something quicker than I can drain it, it's not worth the trouble.
With Power Sink as well, and combined with holds, you can use it to keep higher level bosses pretty much incapacitated while you kill them.

Yep wait for power sink to slot it for end drain, as this is a great combo, if slotted and timed right you can keep most things drained of end.
I soloed snaptooth on the winter event 5 times using this combo it kept his end down to nothing the whole time. 
i would swear by short circuit m8, i have it 3 slotted for end drain and 3 recharge. Combined with hasten it comes back fairly quick and is gr8 for draining end off mobs.
At the end of the day its up2u but i would deffo get it.
Yes but you are level 50 and therefore have acces to SOs and PowerSink which combines nicely with Short Circuit. I'll definetely pick up the power, I just wont do so before lvl 22.
I agree with the above posts that it really needs to be fully slotted with SOs to shine, and even then will need 2 applications to drain. Having said that, it'll drain an entire group in those 2 applications. I'd have it planned ready so you can fill a fully slotted short circuit with SOs when you hit 22, then when you get yourself in teams going through striga you'll have it ready. Pre-22, slotting with damage and recharge is probably the way to go, it's pretty high accuracy un-enhanced (hero planner has it at 95%).

I'm thinking of rolling an Elec/Elec blaster soon. I've already been down the path of ranged AoE damage dealer, plus Elecs AoE attacks aren't too impressive, so I wanna go for a single damage blapping/blaptroller sort of build.
But I'm a bit in doubt about shortcircuit, because the end drain component is supposed to be quite impressive. If I get this at lowlvl (ie, without powersink or SOs), will it be of use to me? So, will it drain virtually all the end of the mobs I hit? Or will it just draw unwanted aggro and leave them only halfdrained? (in which case I'll pick it up later on)
So, short circuit: good for end draining, or not powerfull enough?
