It is a swap (I think you mean that) - you can only add the new plot on top of the old one. But you need to pay only the difference in prices. Ie. you have 1 million P plot, and want a plot costing 2 million. Upgrading you need to pay only the difference ie 1 million.
You can of course downgrade plots as well, in which case you will be refunded the price difference between old and new.
Is that true? I'd been told by several people that the cost of your current plot isn't deducted from the cost of the new one...

It is true! You just pay the difference between the two.
