No. It can't be made perma, but Hasten is wise for a Ice tank as you have a few clickies that improve you surviability ( Hoarforst, Hibernate, Energy absorbtion ).

[/ QUOTE ]Recharge boosts are not persentages. Hasten is a 0.7 recharge boost, so power recharges will be:
(Base recharge)/(1+0.7+(any other recharge buffs, or enhancers))
Can it be perma? Currently I got it sloted with 3rech SOs and the downtime is quite short. I wonder if by picking Hasten I can make it perma.
