I gave this a quick try in PvE and found it hard to use in those conditions, due to the small AoE and long animation. I think I had a try with it in PvP too but I might have just dreamed that! In any case, the conclusion was that the AoE is too small to be any good, which is a real shame.

It has a huge defence debuff, in arena PvP it could be useful. In zone PvP don't bother.
I think it's more useless in arena pvp then zonal pvp. In arena pvp people tend to kill the target fast and move on now time to fire fallout. While in pvp zones some people might jump on the dead person and make fun of them.
Does it work? Can you cast fallout on downed teamates in PvP. If you can, i might take it with Nikta on the freespec.

Should it work, could imagine it would be a nasty sting to the unsuspecting stalker relishing in his most recent victim. If it doesnt do great damage, im sure the debuff will hurt.
