You wouldn't need to slot Revive so much if you took Parry.

The benefit you get from the 4th SO in Hasten, Stamina, FA and Tactics is fairly minimal, I'm afraid. You'd be better off slotting an acc into your attacks.
Despite having QR and stamina, I'd still suggest you place an endrdx in all your toggles and possibly your attacks too - BS is very end heavy.
And I would second the vote for parry - 3-slotted for def it's a great power.

Is this build intended for mainly PvP or PvE?

I've gotta say it looks a little strange.

I would definately put a third damage slot in all your attacks. The four slotting of Hasten and Stamina can definately be dropped to three. The slots in Resilience aren't much use unless you stack it with fully slotted Tough from the fighting pool (avoid Weave tho). Dull pain should be fully slotted with three recharges and three heals. Drop the Knockback distance in Headsplitter (yuck sorry). Your gonna have a long downtime on Buildup with only one Recharge in it. Slot tactics two or three to-hits and three endurance reductions, the base accuracy boost on Tactics for a Scrapper is 7%, Focus Accuracy is a much better power at 25% base accuracy boost but will still need three slotting for endurance reduction as it eats the blue stuff.

Hmm, this build looks as though it's been slotted for a finished article level 50.

Hot_Head got it spot on with the slotting advice. I can't add much on that front other than saying that you don't need, or for that matter want, knockback enhancements in Head Splitter.
Revive can be ditched it's just not worth wasting a powerslot on. The same pretty much goes for Resilience as you don't have Toughness.
Get Parry, it can save your life when slotted properly.
Don't bother with Vengeance unless you're planning to do alot of pvp grouping. If your expecting to solo lots (something a BS/Regen can do excellently) then Vengeance is completely pointless to have.
MoG, well I guess it has its uses (terrifying Empathy defenders being one of them).

Two ACC in each attack, 3x Dmg in each attack. Frooped revive andVengence but you add them back in 47 & 49. Otherwise its a fair build.
