AFAIK it's a bug that they are fixing with the defender changes in I7 (it also has no effect on Storm powers)

It does seem to work with the Storm heal - O2 Boost.
It doesnt work with Twilight Grasp either... we'll all be at 50 by the time the fix it anyway 
I normally use mine before a nuke for the extra dmg anyway.
Thx for the info that it'll be fixed.
My nuke plan is aim - power build up - fulcrum shift - nuke - cab - tranferance, the strategy is best used when a tanker has aggro as it takes some time!

On my kinetics defender I have power build up from the epic set power mastery. I have however noticed that it makes no difference in the amount I heal wether I activated it or not. As the other aspects of kinetics are harder to track I'm not sure if it does anything.
While I assume it does buff the debuff from rad attacks I'd like it to have some point for my primary.
So is this:
- my mistake (as in it does work)
- a bug?
- working as intended?
