It sounds like a bug - best to send a petition or email Customer support directly to get them to check it for you.
Unless you have made the mistake of adding a game to your NCsoft account instead of upgrading account..
iv sent a petition and had a email back saying they are goign to talk to the billing people but havnt had anything back in about a week, i have added cov on my account iv checked and double checked 
There is a difference between simply adding the game of CoV to your master account, and upgrading your old City of Heroes account (within the master account) with CoV. If you did that, then its a matter of being patient. How come its always harder to be patient when you're the one doing the waiting?

You need CoV in order to access bases within CoH.

To be exact, you need cov registered to your gaming account that has the characters you want to access the base with.
When i went to go build a SG base on heroes defiant it said that i needed city of villains on this account, and well, i have :S whats happening?
