Slots and enhancements are unaffected when you exemp.
Tell you, I am a little confused.... Were the 4-5 heroes not looking at you? or were they AFK? Or was this just another villainous attempt at exageration? 
What server are you? I took a complete doin off a brute in Warburg a week or so ago when I was in as my scrapper. So much so I went and made a nrg/DA brute.
If you're on defiant I will look out for you to see some of that awesome hero-beating action (probably from the ground up

If you have a +2 SO at lvl 38 , that SO , will be "exemp" to lvl 27 when your in BB !
btw , tanks are no treat in pvp :P At lvl 25 they problably only have 2 or 3 atacks !

While at the same time no change to the effectiveness of the SO, a +2 SO is a +2 SO no matter the level

meh, good tanks cant be taken down easily either in BB 
i got 4 attacks in BB: brawl, frozen fists, air superiority and frost and of course taunt which i dont class as attack. Might respec to swap frost and ice sword (got ice sword at 30). However CE + Ice Patch can keep the enemies at bay while I just let my teammates pummel them. And of course taunts help as well. A good tanker's threat doesnt come from the damage, but to prevent your damage from reaching his teammates.

Nope, I'm not exagerating at all.
I play on the Union server. And I've been in Warburg, but haven't seen many heroes there that's why I decided to move down to some lower lvl PvP areas. I did however beat 2 heroes in Warburg at the same time but it was nowhere as easy as in Bloody Bay, infact it wasn't easy at all :>
I think it depends on who you're facing, if they don't really have much utility they don't stand a chance vs a Brute/Scrapper.
I know, because I've beaten up two Brutes at once before.

I was in sirens the other day me,Illusion/storm vs stalker(regen) dark/? brute and a radiation coruptor all 3 on me at once and took them all out a few times without dieing,not sure about the lvls and enhancments but they where prolly not SO'd up.

Yep, it's important to understand that an enhancement's bonus isn't worked out by its level, its worked out by its level relative to your level.
Enhancements shouldn't exemp. An exemplared lvl 50 should be more powerful than a sidekicked level 22. And I, when, I respec, don't pay attention to the order I put the enhancements in - why would I?

I wondered why Shivan hunting is so popular in Bloody Bay. That's terrible taking advantage of the game like that! What about all those people trying PVP for the first ti...*runs off to Bloody Bay to get a shivan*
It's also important to realise that it's still an SO, and gives double the bonus of a DO, which is likely all the level 25 had.

I was in Bloody Bay last night with my lvl 38 Brute and I thought my lvl shouldn't affect how good I was cuz' everyone is lvl 25 and can't use their higher abilites. But when I got in there I survived and killed 4-5 Heroes at the same time I even had a lvl 36 Tanker on me at one time plus 3 other lower lvl Heroes and I didn't die.
So to my question. Does Enhancements stay the same lvl they are (I have lvl 40 SO in every slot) and that is why I could beat them so easily? Are Brutes over powered? Or am I just such a skilled player noone can beat me (lol)?
