Well, I have no idea if this will work, but how bout:
- All attack powers... Skip that defense + small damage thingy that's in the primary set.
- All defense (skip caltrops, flash and powder) powers from the secondary + heal + mez protection.
- Travel power (duh)
- Fitness (another duh 
)
- Stealth (damn, people tend to see through hide, AFAIK)
- That should be about all the power you can take till 40.
If it works, I do not know. I sure hope it will, cos that's what I'm going for.

You mean Divine Avalanch, one of the most powerful +DEF Buffs in the game? I'll be taking it. But then I am more concerned about PvE.
However, since not getting hit is what ninjutsu is mostly about, I'd like to have my 50%+ DEF boost, if it's all the same.

Uhm... nope. Count 'em again.
You can get 20 powers total before you reach lvl 40.
Let's see: 8 powers from pirmary set, 6 powers from secondary, travel: 2 powers, stealth (1 power), fitness (3 powers). 8 + 6 + 2 + 1 + 3 = 20
Also, about the Divine Avalanche... Well, I don't know it's duration. From the look of it (description), it looks weak, especially that the above set doesn't have that many attack powers, so getting rid of one more to take this... If anything, it could be changed with Gamblers Cut. Besides, it's only good against meele.
Yes, it does look like it's quite good in PvE though.
Ok... Well now I got something, but got still the lack of which powers should I pick at which lvls and slot lvls. Oh and one more thing... */nin stalker needs acrobatics for knockback protection :/

Divine Avalanche gives very good defense buffs when slotted and is stackable as it has a very quick recharge. Although i did respec it out on my nin/nin stalker for pvp due to not really standing around to fight very often.
Knockback protection i dont have and dont really think is necessary for me.

Yes well that's kinda obvious considering its you AoE defense from being unhidden.
The version of hero planner i have doesnt take into account that you can slot it for defense hence it says empty, did you want me to put end red on it on hero planner because it doesnt know it can take defense?
I would have thought it obvious i didnt mean for it to be left emtp considering i have it 2 slotted, and considering the person asking for the build is lvl 38 and will know it takes defense....
Sorry, I did not know hero planner won't allow +def enhancements, that's why I asked. I use Character Builder myself. 
EDIT: Wait, end reduction in Combat Jumping? I know it doesn't give a big def bonus, so enhancing it doesn't give a lot, but I'd still say it's better than end reduction, since this power is very cheap already (0.074 end/sec according to Character Builder).

And? Combat jumping gives very little defense at all, and an SO in it for defense makes next to no difference whatsoever. I use it for additional immob protection for in the unlikely event that kuji-in rin is down and for nothing else. The OP asked me for my build and i gave it, it is merely a suggestion on how to build nin/nin for pvp and is only my take on the set. If you dont like it then thats fine but the build is not aimed at you, and to be honest i amn't going to discuss it further with you, i'm happy with mine.
Perhaps your time would be better spent lvl'ing and learning your own set that trying to find fault with the help that people offer.

I'd slot it for +DEF as well. Yeah, the boost won't be exactly huge, but by the same token, the -ENC will shave a tiny fraction off the drain. You probably get a better boost to DEF than you do a drop in END.

Personally i prefer to save on end, its a pvp build i have and i encounter a lot of end drain powers being thrown around. But hey ho everyone to their own and all that
Quite true. I could counter that that extra couple of percent DEF may mean you don't get hit by the power, so no drain.
I don't have the PvP experience, but from a PvE stand-point, endurance drain powers fall into two categories:
1. Big ones (Sappers, Ringmistresses). The drain from your powers makes no difference since you're on zero END after 203 hits.
2. Small ones (electric freaks, clockwork). The drain from your powers makes little or no difference, as long as you have 3-slotted Stamina.
As I say though, that's based on PvE experience, not PvP. No one's ever tried an END drain on me in my 5 PvP fights.

Well, the only END drain power I saw in PvP were, what you'd call it, the big ones. It left me a no endurance. Quite imbalanced, if you ask me, but that's for another topic.

Oh and for clarification, i know that end red dont help against end drain, but they certainly help me regain it to get back quickly with AS.
fyi there are a few end drain powers used not just 'the big one' whatever that may be
Anything electric based does endurance drain as a secondary effect. My DM scrapper has an end drain power, IIRC. There are a few about.
I'd imagine if you slotted up an electric blaster for the secondary effect you could get a reasonable drain.
