I did _very_ brief experiment with this on the test server. It does a slow pulse/tick and requires a to hit roll to work and I think it only effects minions, tho I may be wrong there.
Should it hit then the targets start to wander around dazed.
Depending on your style and powersets it could be great or more trouble than it is worth 
Seems to work better out of the tin than the scrapper version from discussions with someone who had it on their scrapper.
I was playing around with oppressive gloom on the test server the other night during the Defiant vs Union rumble for pretty much the same reasons you give.
I didn't notice the health drain at all (my test build had health 1 slotted with heal), presumably it was less than my regen rate. I can't say I noticed it doing anything in a pvp environment, but this may be because
a) we were fighting a team with a lot of tanks/scrappers.
b) it was a deeply chaotic battle
c) there were no stlakers to see if it interupted AS or negated hide.

never used it but i have heard that health from the fitness pool is enough to stop the hp drain. done some forum searching about the scrapper version and apparently it will only effect minions so cant see it bein much use in pvp
My dark defender finds it quite useful in PvE. After applying debuffs I use TTentacles then go and stand in the middle for a nice pseudo-hold

Does anyone have any experience of the "Oppressive Gloom" power from the epic power sets? If it does what it says on the tin then it should keep a foe helpless for as long as your hp doesnt run out. Seems mighty useful in PvP.
