I'm thinking about running a blaster for PVP and would like to do something a bit different. As far as I can see Ice/NRG seems the most common PVP blaster build, So I want to keep away from these powersets.
I am considering Elec/Ice. I am thinking of using Ice secondary primarily for chilling embrace which, according to the american forums stops AS from hitting (it apparently doesn't unhide the stalker just stops AS), Ice patch and freezing touch. As for Elec primary I was considering slotting for END drain.
Has anyone tried a build like this? And if so is END drain effective or will it be just wasted slots? Also can someone confirm whether chilling embrace does interupt AS? i got that info from this and several other threads on the american forums

Chilling embrace does interupt AS, at least when ice tanks are using it.

from what ive read on the fourms you need power boost from /eng to make the end drain any good. It boost's the secondary effects form your powers such as end drain from electric.
In my experience Chilling Embrace drops hide as well, as well as totally nuking the oppositions recharge. I wouldn't take it for just interrupting AS though. Chilling Embrace is a melee range power and as long as your in melee range, you might as well do some damage with Frozen Fists and Ice Sword. Good for toggle dropping.
I wouldn't take Electric Primary with Ice secondary though. Electric Primary lacks the damage of other pools and you can't stack effects with it, like you could do if you have a similar primary/secondary, like Ice/Ice or elec/elec.
If you plan on taking Ice secondary, i suggest taking either the Ice primary, for stacking slow effects and good ranged damage, or Fire primary for pure damage.

I think it has -stealth so you can see the stalker but doesnt actually drop hide so they can still land a critical hit.

If you want end drain in PvP you better go Elec/Elec and seriously slot it for drain as that's what you'll get. One or the other...
Facts bout CE:
DOES interrupt AS
DOES gimp enemy's movement/recharge
DOESNT drop hide
DOESNT have -stealth
at least those are the facts for my ice tank.. CE is great to keep on all the time when you are in a PvP zone so sneaky stalkers wont sneak up on you for that AS. Seeing they wont be able to get away fast (unless they got tp) you can do some nice damage with FF and Ice Sword as well.

I disagree, CE sucks 
We resort to getting a few stalkers together and brawling off the toggles for you pesky Ice tanks
