not sure of exact figures but safe to say that once hit with this, you pretty much hit them every time afterwards.
I slotted mine 2 acc, 2 recharge, 1 end red so it's available a lot of the time and I use it as part of my normal attack chain to keep a lot of targets slowed to the maxmimum slow (in combination with snow storm)
All three debuff effects seem to be really hefty. I guess that's the benefit of it being single target. I'd say 60-70% base on all three effects from observation.
Does anyone know precisely the defense debuff's basis of this power ? I want to know if it is usefull to improve it.
