Chilling embrace is good as a PBAoE taunt, But if i were you, I would still keep taunt for those foes you cant allways get to.
I'd probably go so far as saying that chilling embrace is THE best power in the Ice primary set. Before the recent aggro nerf it pretty much allowed for unrivaled aggro magangment when combined with swift or even better a kinetic speed boost...If you have CE and use it right you will now hit the aggro cap of 17 long before you can even consider using taunt. On Frostro I have both CE and taunt and I ALWAYS use CE and pretty much NEVER use taunt.
Chilling Embrace beats taunt without any question at all.
It may not be ranged, but it offers a foe -spd -recharge as well as a 14% foe Damage Debuff, all of which equates to an effective 38% RES vs All against even level mobs.
Take CE, 2 slot it with End reducers.

If your gonna do PvP get tuant if your not still get taunt as its ranged agro control.
I have been trying to get all the powers I want in my build and have found it hard to sacrifice any. However I have heard that CE can be used as a good taunt like power. So which one over all would be better to keep? Taunt or CE? I will be able to have either one four slotted. Any thoughts?
