Can and have.
Leut with just Build Up + AS
Boss with 1 Rage + Build Up + AS
The Elite Boss took 4 Rages + Build Up + AS.
Obviously it depends on the build. I'm MA/NJ (What is the Ninjitsu Acronym?)
I got build up late at 24.
With 3 SOs in AS I can't one shot an even Lt, however I can 2 shot him with a normal attack as the second attack.
With build up too I can 1 shot a +1 lt. I need to do more testing.
I haven't tried a boss yet.
I doubt it depends on the build whether you can 1 shot a generic boss. I think the Assassin's strikes all do the same damage. It would be unfair otherwise. Build Up is the same for all of them ( I think ) too.

Same amount of damage, different damage types, so resistances of the boss can come into play.

Sorry, by mentioning my powersets I made my meaning unclear.
I was thinking more about Enh setups, obviously the amount of damage enhancements will effect this till you hit higher levels and ED forces everyone down to a standardised enh pattern
I played claws scrapper on COH and it is one of the least damaging powersets just like spines but it has lots of other nice goodies
Spines is more AOE damage, Thats where they do best
Lol instead of trying to break the MM mould m8 you could have tried to break the stalker one too by not being another ninjitsu. Way too many of them
Nice on the elite boss
With normal AS at level 13, Lilith can 1-shot up to a +1 minion, unless it has damage resistance. Yellow Lts take two hits normally.
Build-Up is cool, but it's waiting. At 14, she gets a travel power, SS, since she has Hasten. At 16 she'll get the ninjutsu equivalent of Practised Brawler, and I consider status protection more useful than massive damage.
To be honest, my Stalker is what my original Scrapper wants to be. I spent a happy half hour sneaking around a Council base the night before last. There were a lot of solo mobs and she just snuck up behind them and planted a sword in their backs. Might not sound very heroic, but a sneaky fighter is just what I wanted for War Crow. (OT: He doesn't even have Stealth now, the Concealment pool is IMO, not worth it at higher levels.) Anyway, I really quite like my Stalker.

Just to let you know. You won't be able to do that to an Elite Boss in later levels.
Build Up + AS ( with 3 dam SOs ) only took off a third of a level 24 Elite Boss this morning. It was possibly the hardest fight my Stalker has ever fought solo without faceplanting. I ran away at least 3 times to gain time and must have used Assassin's Impaler and Placate 4 or 5 times. I got to red health at least 3 times. Unfortunately I didn't have enough reds at the time.
I've never liked the AoEness of spines. I do however love the Impale power.

I was playing as my scrapper last night and noticed that I solo in much the same way as with my stalker. They look the same too, and the scrapper and stalker feel about as squishy ( unless I use Dull Pain or Instant Healing on my scrapper ).
The only major difference is the front loaded damage of the Stalker vs the far more impressively solid damage of the scrapper ( 2 and 3 shotting minions ) and the fact that the Scrapper has more powers. Superspeed seems to do a good job of providing my scrapper with all the stealth he needs.
I think I have to relearn how to use my scrapper, I don't think I use Instant Healing enough and properly. I didn't really use it much in I5, but now in I6 it is far more essential.

Killed a lvl 12 elite boss with my stalker last night, took only half hitpoints with one build up AS. That means time to run away, then noticed he regened pretty quick so entered combat again then placate and another AS then normal attacks. Was a close one but I came out on top

Either you're scrapper is really badly under-statted, or you're stalker face-plants a lot.
I guess there is a similarity, but without that front-loaded damage, my Stalker would have a hard fight against the mobs she's facing (I know since sometimes AS misses ).
OTOH, I was running War Crow through the Warburg instanced missions last night and he follows the same basic pattern. Wade in, kill everything. If I think it's going to get tough, I stuff IH on beforehand. Dull Pain and Reconstruction are emergency buttons, IH is used for pre-prepared trouble.

My stalker never faceplants when against his own level range and can happily scrap against 4 or 5 even minions, against purple when in teams he does sometimes. I was also only really talking about solo.
I'm not really playing my scrapper very well, but he is on a harder difficulty level.

Things changed a great deal for me when I got Impale on my Stalker at level 22. I am now a Stalker who can scrap. An Impale from Hide followed by a lunge finishes off a +1 minion, allowing a Placate and AS to be used on whatever is next. I'm really looking forward to Ripper to round off my scrapping attacks and then I can start concentrating on my secondary and the powerpools.

It looks like you spent I5 actually playing your scrapper. I mainly didn't and spent most of the time on my tank.
I haven't managed to work out a decent set of binds to use Dull Pain as an emergency button. In I5 I had it perma.
I really hate the way that the icons for Dull Pain, Instant Healing and reconstruction look practically the same.

No, Crow spent almost the whole of I5 in the late-30s doldrums. He got taken out to run the Croatoa TF, and when someone needed a big gun with them on a mission (so, mainly exemped).
I did spend a bit of time respecing him and running him through some basic tests, which usually involve me locating the biggest bunch of Nemesis in Crey's Folly and taking them on solo. That's where I worked out the tactics for the new IH. It seems to work adequately in most circumstances.
I actually spent most of I5 working on a couple of alts. I've just gone back to playing Crow, because I can power-level him in Warburg to 40 and then go back to running missions.
I should point out that Crow is kat/regen, possibly one of the stronger scrapper builds currently due to the use of Divine Avalanch. I feel a need to get Crow to 50 ASAP, actually, because I can't believe kat/regen is going to fail to feel the wrath of I7, if not an intermediary patch. That's why I haven't used my I6 respec yet, I'm waiting for all the dust to settle.

Stalkers are imo one o the most under-rated villian at having played them all i found my perfect build a MA/Regen stalker so powerful and comes with self heal its too good

And another thing: my Stalker is nin/nin and this has got to be the first time I've ever had a real embarassemnt of choice in the power picks. At one point I had three potentially very useful powers to pick from. With the next two picks going on travel power and status protection, I'm still going to have three powers waiting to be selected when I get to level 18!

Amen, I'm angling after self-heal and status protection in my next two picks, and then I really can't put off ranged defence any longer. And of course once into the 20's, some more attacks open up... <sigh>
Power picks for stlakers are really tight. I had to put Build up off until level 24 and still haven't got Dull Pain at level 26. At least I can say I'm not getting any more attacks now. This is with regen which I believe has it easy compared to the others. 1 power pick for regen + status protection. The self heal is the other important one, which means I have only got 3 powers in my secondary ( Hide, recon and integration ).

I've been playing a stalker for a while now as I wanted to buck the "MM" trend and I was a bit ho hum about it. She was ok but a bit squishy when it came to multiple foes.
I kept going though as a lot of ATs arn't great till they hit a certain level.
Well, I got AS at six, and though it was good I still wasn't really impressed.
Then at lvl 10 I got Build Up (Well, the Ninjitsu equiv).
So, I went into a mission, working my way through slowly as you do with stalkers (Kill, run, hide, rinse and repeat), and when I finally reached the guy at the end I thought What the....! It was an elite boss.
Now, I remember trying to take down frosty solo way back when with my scrapper, and the multiple faceplanting that ensued, but determined to at least try, I popped a few Rages, hit Build Up, then out came the old AS.
Well, blow me down, it takes out about 80% of his HP, then with a quick hit from one of my better attacks he drops like a sack of potatoes.
Hmm, two shotting an elite boss.
My stalker has definately hit it's sweet spot.
