Having hunted around for it myself for ages and checking the web, many sites list it as bugged.

Thanks for pointin that out to me, i did look before but must of skimmed past it.
i managed to find the hole in the map and would like to state this for the people also lookin for it.

Us non flyers will have to wait for the patch to fix it, but if ya want to try have a look at Vidiotmaps forum page for a detailed description on how to get there. 
This is a lttle note to say that the Sweet Tooth badge is fixed and also i wanted to see if my avatar has worked.
the badge is on the ground, in the north west of the candy factory lot, near a van
