only blaster melee, and some defender (or control secondary) set can drop toggles, also I think kheld dwarf, and brawl.
Hand Clap will simply disorient all the squishie around you, not a scrap or a tank..

Check the in-game help. It contains a list of which powers can drop toggles.
brawl (25%), havoc punch(100%, 50%, 25%) and charged brawl(100%, 20%) reporting for duty

I tried search around the US forums for a (complete) list of these powers, and in particular to see if Super Strength's Hand Clap is one of them... but didn't have much luck.
Anyone got a link or copy of a list?
