Short answer? yes.

Long answer: yes - but..

I only found it a bit constricting in that it seems there are really only a set number of buttons that the game detects as chords (keys you press and hold, then press another key for a different result than the second key pressed alone, Ctrl+1, for example)

I could not find a way to define new chords (set a couple buttons on my game pad to them, and I increase the overall actions I can perform with the pad.) So I had to set up and use an external program that could pick up button presses and send a different signal to the computer (pressing button 9 would be the same as pressing Ctrl).

In the end I had it set up so that buttons 9 (select) and 10 (start) were bound through an external program to Ctrl and Alt, respectively. Buttons 1-6 fired off the respective powers in that tray slot (9&10, being ctrl and alt allowed for the use of multiple trays). 7 and 8 combined with various ctrl and alt combos used inspirations. Left joy stick was forward, strafing and backwards. Right joystick was jumping, turning and down (I used flight). And the control pad had a couple different targeting commands, follow, and auto run.

I use a Logitech Rumblepad 2.

The software for the gamepad allows for a "Shift" button (it does not actually activate the shift key, it only applies to the gamepad) which gives a second function to all other buttons. The gamepad has 12 buttons plus the directional pad. I choose one as the "Shift" button, which then gives me a total of 22 buttons, plus the directional pad, which can be mapped to 16 additional buttons, allowing a total of 38 buttons. Each button command can be set individually to express keyboard keys, including combinations of shift, control and alt. It also allows mapping mouse buttons to the gamepad

That is all before doing anything with the in-game keybinds. I think I have every key bound, and most of them also have chorded commands. Along with three of the power trays filled with macros, I rarely have to use the mouse for anything.

It's still not enough for me, though.
