Raising Difficulty to get more Tickets
Complicated answer:
Certain difficulty settings spawn more enemies, which will generate tickets. Other settings increase the chances of higher class enemies spawning, such as LT's and Bosses (provided the mission isn't already set to do this). Under both cases, more tickets will be dropped.
But, the AE mission can also be designed to generate more tickets on its own. You can set the spawn difficulty within AE for hard and limit the classes to only LT's or Bosses.
As far as I know the tickets earned are per mission. If it capped the earnings at 1500 per arc, a lot of people writing story arcs would be VERY upset.
Check the 'special' tab in Salvage. It's also where you find your merits (both regular and vanguard).
Increasing the difficulty of the enemies you face increases their per-defeat ticket reward. Increasing the number of enemies you face increases the number of chances of getting ticket drops.
So yes, increasing your difficulty setting will generally increase your ticket drops - assuming you weren't already at the ticket cap for the mission.

The forest that once was green
Was colored black by those killing machines
If the mobs are set to be higher level than the player, ie. 54th lvl mobs vs 50th level characters then there will typically be more tickets given per drop.
Example: A 50th lvl character and a 45th lvl character both enter a mission which spawns enemies at 50th level.
In this case, the 45th level character will consistently receive more tickets per award than the 50th level character. This is due to the system seeing that the 45th lvl character is fighting enemies that are +5 levels to him.
Quick question, if you raise your difficulty in MA, will this generate more tickets per mish? As I understand, your tickets will cap at 1500. Not sure if that's per each AE Story Arc or cumulative between Story Arcs? Also, is there a way to track the number of tickets you have other than going to the redeemer person in AE or can this be done by simply checking your inventory section next to salvage?
