They do count as the same. I remember reading a post a few weeks ago where someone tested it out. They already had 5 +hp bonuses and the 6th bonus from a pvp set wasn't giving them the extra hp.
Well, that really sucks! So, in PvE you can't get good bonuses with PvP sets. The toon would have to be only for PvP, which is the point I guess. I just don't want to have to spend billions on another build to PvE with. huh...

Yes. Check the name of the bonus under the powers tab on your personal info. Anything with the same name counts towards the limit. Since the PvP-only bonuses have different names from the regular ones, you get both.
You know, now that I think of it they might have been referring to one of the PvE HP bonuses and not the PvP. Squid is probably right since I never actually checked myself and I cant seem to find that post I was referring to.
