Howl has a horrible cast time, and your already dealing with that on shout. You have no escape so I would drop that, and the sleep and possibly conserve power to work in stealth, invis and phase. You have almost no kb protection so the addtional def slots will allow you to get more plus an escape power.
Don't slot Heat loss for slows - slows suck in pvp, fully slot for end and acc. Your going to want to slot ss and sj or your going to have end issues (not sure you need the slow resist of winters gift but you can slot it with a micro and the kb res travel proc on ss and sj.
