To the former, yes, dying with patrol XP counts as working debt off for the badge. To the latter, I'm not sure.

um, if I'm reading that right, yes. To be more precise: if you log out with debt, when you log back in your patrol XP will instantly wipe a portion or all of the debt. This DOES count for the debt badges. I got a debt badge immediately upon login one day.
