Quills and slow IOs
The slow is noticeable. Note that it is only movement slow, not recharge slow, which is the more valuable. It does allow you a better chance to get away if you wind up in over your head, which may be worsh a few points of damage from Quills itself. I have it frankenslotted includiong some Pacing of the Turtle, with a chance for recharge slow.

The only attack on my Spine/Dark I really slotted for slows was Throw Spines since that has a fairly heafty slow on it, -40% compared to -16% for most other Spines attacks. I slotted Quills mostly for End Reduction and Damage with a little Accuracy. You can notice the slow effect from your attacks on mobs but this is mostly from stacking your attacks. Throw Spines is the only attack I see have a big effect on the enemy from only one application. The rest seem to need the stacking of a few attacks.
While levelling I throw two Tempered Readiness into five of my Spines attacks for the 1.5% recovery bonus. I prefer Acc/End and Acc/Dam/Slow IO's.

I slotted slows in Quills, can't remember what set but stuck 2 in there for a small set bonus, and to help keep the victims within my AoE range as long as possible. (spines/dark)
If slowing the enemies run speed is what you are looking to do...
BU-Quills-Caltrops-Spine Burst = PBAoE carnage with enemies movement slowed to the floor.
Quills+ Caltrops = 96% movement deBuff, 6% over the cap for even con enemies. Additional hits from Quills can cause higher level mobs to be floored by this combo as well.

I have a lowbie spines/dark and I noticed that if I add 2 slow enhancements to Quills (lvl 50) the slow aspect goes from -16 to -29%.
Has anyone tried this? Is it noticeable?
