Phasing Fire/SS tank?
Regen Scrap?
Anything really, just takes a little more effort than if you did have IOs. Just get phase shift and thats your universal IO replacer.

Devs make it this way, true doing well is relative, but IOs still come into play.

I pvp right now with 30 mill builds.
on the dom and blaster i have 4 devastations, one calibrated accuracy, stealth IO, perception IO. Thats it.
Besides stalkers, What builds can you play decently with 20 mil or less worth of IOs?
