need decent PVP build input on a mind/em build

You want all the powers you listed. Slot levitate for dmg and procs rather than kb and slot power push with all kb ios. That should be used for king squishies and dom + levitate for melees. You want total focus and power boost. Slot dom for holds and with pb and dominate on it should be a very long hold(enough to kill a target with a team for sure). Mesmerize with dmg and placate proc. I would get poisonous ray for the lack of a to hit buff.

I'd do the opposite, honestly. One of the patches on the test server added damage to Power Push in PvP (previously, it did no damage, just KB) and I believe it does more base damage than Levitate in PvP. Slot up Levitate with a full set of Kinetic Crash or something, and slot Power Push with four Devastations (+HP and +dam set bonuses - slot all the set but the Dam/End and the hold proc) and two damage procs (ideally the Apocalypse and Gladiator's Javelin proc).

Not sure on the base damage of power push. But id still stick to what i said earlier. Power push has a higher base kb mag. If you want to kb people thats what you should use. Some people including myself buiild for kb prot.
i know these 4 are a must msemerize,levitate,confuse, and domination,
this is my first dom and i want to kick some serious but with it lol
price range well, i am not totally rich just need some ideas on ios
