Well I actually agree with you. I just bought it because my richest toon had 900 mil and I know they'll go up in price (see patch notes for test, pvp ios will only frop from rep-worthy kills). So I'm hoping I'll sell it for much higher later, and if not I can always use it on my lowbie fire/invul when I finish leveling him...

No, you wouldn't. You would lose special effects that are triggered by the power's activation (damage procs, Numina unique effect, Performance Shifter proc, etc), but you don't lose set bonuses until you exemplar more than three levels below the level of the IO, regardless of where or when it was slotted.

For example, my blaster with a level 10 Steadfast -KB is NOT knocked around on a Citadel Task Force - even though the IO is in his epic armor toggle. I've tested other set bonuses as well, and you do keep them when the power is unavailable, as long as the IOs are no more than three levels above you.

So...should I plan on getting all 23 IOs so I can have all my set bonuses no matter what level I do TF's at s I can get the TF Commander Accolade?

No, you shouldn't do that. But one of my scrappers has a second build for soloing Posi and Synapse, and he gets a few extra set bonuses by slotting low level sets in powers he never has access to while using that build.
