Are the Kheld arcs level limited, or do they scale

The SOA arcs scale, so you could do them all at lvl 50 if you wanted.

Do the Kheld arcs scale in level, or are they stuck at 1-5, 6-10, etc....

I think they don't scale... meaning you can miss them (but you CAN do them in Ouroboros if you miss them without getting to 50 first!).

We've been saving Paragon City for eight and a half years. It's time to do it one more time.

The arcs themselves aren't level locked. You can start running them whenever you like. However, some of the enemy groups within them are. This is really only a problem for the first couple of missions though.
