What IO sets are needed for a kat/sr scrapper??
I'd grab Weave, go with COmbat Jumping, get the +3% Defense IO, slot Build Up with Gaussian's, and then concentrate on +recharge for the sets.

You can soft cap with out tough or weave without DA I done it on mine
/sr has a lot of flexibility in the build

Maneuvers and combat jumping and IO sets
Here is one I am running with aidself and no true travel power because I can you can fit one in I just chose not to. I can here is my build though you can move things around like dropping tatics putting the sots in buildup and choosing different IO's I would get Mids it is really the best way to go with IO's and to see the options

should i just slot 3 rchg for hasten?
Most of the time with recharge intensive builds 3 Recharge IO's in hasten is all you need. You can shave off some extra seconds with more slots, but that's entirely up to you.
Here's my first attempt with mids. Not sure I hit 45% with the softcap. Any suggestions ??

You want more like this and you will have no endurance quickly with that much recharge and no endurance recovery
This is a more expensive build but softcaps you in two of them and melee at 44.3 so it is darn close
If you add in Maneuvers you can gain a little more flexibility

To be sure you're at the softcap, you can check your values under the Totals tab. Be sure all your defenses are turned on, though (the little green button next to the power is lit up).
You're 5% shy on ranged defense, but that's easy to make up for - take two slots from somewhere (maybe Combat Jumping) and put them in Focused Fighting and Focused Senses to complete the Red Fortune sets. You're also a couple percent short on melee defense.
Just curious on what sets I should be looking for with my kat/sr. As well as best possible slotting.
I'm planning to not use divine avalanche, and depending on whether i can afford it or not soft cap def without the use of weave. Perhaps a build with weave and without weave would be good. Thx for the help.
