Perma Hasten ?
Hasten used to (before ED) require 6 +1 SO's to reach perma. So about +200% recharge.
95% from enhancement
20% from quickness
85% from set bonuses...
That being said, by the time you have that much global recharge, you don't really need hasten, and it really only benefits you with secondaries like regen, that have a lot of click powers.
No it will not be Perma. You will need 180% Global recharge with 3 IO slotted in Hasten. That will be 110% from set bonuses and quickness.
Hasten lasts 120 seconds and recharges in 450 seconds. To be permanent, you need 450 / 120 = 375% recharge in Hasten, or +275% recharge enhancement. With 3 level 50 IOs in Hasten, you'd only be at +221.5%, so you still have 53.5% recharge to go. Perma Hasten, while possible, will cost an insane amount of influence and dominate your build.

There is an easy formula for calculating recharge. Its around some where. But off the top of my head its a little less than 110% global recharge needed on top of hasten's 70% (With 3 level 50 recharges in hasten) The more slots in hasten the less global recharge you need. But you still need a lot.
*edit* I might be wrong or overlooking something, I just know it shows on mids with my rad/psi having 178.8% Global recharge and hasten recharging in 119 seconds. (With 3 slots in it)
dont forget you need to account for it's actual activation time as'well as make sure you give it a chance to re'pop in your attack chain (it needs that momentary time to register, which it wont get if your constantly que'in one attack after another when it's recharged) so you'll want a'bit of breathing room in there, especially if it recharges just after a long attack animation just started
Yeah I thought I might be kinda close, but I still need it would seem too much recharge, and with a lot of sets tied up in def bonuses and health/regen/damage, it would seem it would be too much of an investment.
I just figured with high recharge in thunder kick and storm kick, and add perma hasten on top of that, you'd be able to get a chain of just those two powers. Having heard that storm kick is one of the best dps powers out there, thought it might be worth lookin into.

Hasten need to rechage in 119.076 to be Perma you are forgetting about the cast time
so 450/119.076= 3.779. So 3.779-1=2.779 so 278% you will need. So with 3 IO slotted in that will give you 99.08% with enhancement. So that will mean you need 178.92% Global recharge.
Edit: So with how Werner is saying it you will need 278% and your only at 221.5% so you will need 56.5% to be "truly perma" hasten.
Top DPS for Martial Arts is (Was? No changes in I15, right?) Storm Kick -> Crane Kick -> Storm Kick -> Crippling Axe Kick at +225% recharge in Storm Kick.

Just for an idea what you'll be getting yourself into if you try for this, my softcapped perma-hasten fire/SR scrapper cost me a little over 1.5 billion to buy everything for. And that was back before I14 when purples were somewhat cheaper, so it'll (most likely) cost more now.
I'm about 2 seconds away from perma Hasten, and it was 1.2 billion for me. Like you, that was before the steep rise in the price of purples. Probably 2 billion or more now.

Yeah, technically I'm not really perma-hasten either. Lilke you I'm about 2 seconds off, but it's close enough, and easier to just say I have perma-hasten.
You really don't need to spend that much influence to get a permanent hasten character, do all of the Freedom Phalanx Task Forces and you'll have almost enough merits to buy two Luck of the Gambler: Defense/Increased Recharge Speed. Do various mission arcs will give you enough to buy one. I figure an Super Reflexes scrapper will cost you around two to three hundred million to get permanent Hasten.

Well that is a way to cut the cost, but some of the purple recipes cost 200 mil a piece right now. You can get them for around 120 mil but it is going to cost a lot if you if you don't want to hurt your build and get perma hasten.

I already have a perma hasten WP brute and working on a perma hasten WP scrapper. The problem is hasten won't refresh itself in some areas. I have mine set for auto and when it's ready to go, it just won't activate until hasten wears off. Even when I click it manually. I marked it as a bug already.
Btw, don't forget your day jobs. 10% recharge for Time Lord and 7.5% recharge for Predator. Not sure what the blue side equivalent of these badges are.

Yes, if the attack chain that you want to do you need that much recharge. Like DM, MG>smite>SL>smite. MG needs 234% recharge if I don't take Hasten and only have 110% Global recharge which is around the amount you want for perma hasten. Now if I have 89% in the power that will only be 199% recharge total and I won't be able to run the attack chain that I want too. I will be 35% short, now if I have Hasten Perma I can run it easy.
I swear I tried searchin before posting this rather simple question, but with no luck.
My ma/sr currently has 52.5% recharge through quickness and set bonuses.
My question is if I took hasten and 3 slotted it with recharge, would that be enough for perma, and if not, what kinda recharge do you need without hasten to get it perma once you use it, and what kinda recharge do you need in hasten, 3 SOs or IOs, or do you have to 6 slot it.
