I've had that happen, I fixed it by dragging a tab down towards the bottom, it split the window again and I was able to get the chat tab back. There might be another way, but that worked for me.

First off, the Help chat in-game has changed. You need to type /hc MESSAGE now, not /help MESSAGE.
As for the chat box thing, it's a common error and it's easy enough to fix. If you don't customize your tabs much then one option is to just log into another character, go to Options, and under General at the bottom under "Chat Settings File" click "Save to default file". Log back into the affected character, go to the same area under options, and click "Load from default file".
If you have different setups on each character, you might prefer to right click on the chat window and go to Create Tab. From there you can use Edit Tab to add back in all the chat that you want to be in the window you accidentally deleted. This is a bit more complex to do, especially if you were just using the default window and aren't sure which types of chat you want to be seeing.
As mentioned before, to restore the divide between the two boxes simply drag a tab down and it'll automatically come back. From there you can create new tabs and then move things back where they go.

Right-click and choose create new tab and fill with the channels you need -when done "drag" it down and it will auto-split.
you can also go menu -> options, and at the bottom use the load window and then load chat defialts. If you cusomize your set up, you can go to a character with it working properly and choose "save to" for all those options first. Note when you load from defualts it overwrites all your window and chat setups for that charact. If you save a custom setup to defualt it will load that for new characters (window, chat, and option defualts).

I don't know what I did, but somehow I accidentally closed/deleted my "chat" window. I cannot find an option to restore it (likely because I am an idiot). Further, when I tried to post something in the "Help" channel in-game, I get a strange, pink message.
