New/Old blaster, with questions...
Are you sure it's that bad? Maybe just reslotting with some of the better IO sets could help.

Maybe rerolling to powersets that are a bit more synergetic? Both sets have merit, but together it's just a weird combo. Ice/Energy would probably do much better.

I thought it was odd too. It seems to lack synergy. I'm sure it can function well as both Energy/ and /Ice are powerful sets. And I guess there's some synergy with some of the powers. For example, Shiver can slow down the mobs and Energy attacks can knock them back. Since they're slowed, it'll take the mobs much longer to get back into melee range.
Both sets have very good powers in them. It's hard to imagine that the power choices the OP made were so bad it's going to impact him. He took his break before IOs were released, so merely upgrading to some sets and getting some bonuses will probably make a big difference.
I think some good set bonuses could be accuracy (which is always good), recharge (which is also always good), and knockback (which will complement his Energy attacks).

The /Ice half of Energy/Ice is going to be Shiver (still the best, or close to the best, defensive power Blasters have), Build Up, Ice Sword, and possibly Chilblain and the tier 9 sleep.
For Energy/ , there's a trick for hitting the same guys with both AOE's.
For IO's: My guide ( in sig) is old and creaky, but the cheapish frankenslotting for a single-target blast is something I still use frequently:
two Acc/Dam/Rech
two Dam/End/Rech
one Dam or Dam/Rech (depending on level). The first four are two Thunderstrike, one Ruin, one Maelstrom.
I recommend that you slot one or two powers with set Acc bonuses (Thunderstrike will do that nicely); find somewhere for a -KB IO (Karma, in combat jumping or hover, is the usual thing), and if you have lots of spare money a Stealth unique in a travel power is a good idea (I use Unbounded Leap in sprint; if you have prestige sprints as a vet power, you can have a "stealth sprint" and a "unstealth sprint".)
Beyond that, make sure every power has at least 35% Acc and 95% Damage, use Aim and Build up freely, and make sure you get the first shot in.

what travel power do you prefer?..that would go a long way towards posting a helpful build. Some people just loove Fly.
Cold Mastery is the most popular Epic, although Force Mastery + Aid Self isn't bad.
Power Push is nice in PvP
you might slot a "Force Feedback: Chance for rech" proc in Energy Torrent and Explosive Blast (if you take them). This proc works better in AoE attacks (greater chance to proc) altho opinion's go either way on the usefulness of it.

Its been a long time since I played my blaster. I was bored today and jumped on her to see what I had..And its bad..lol
Im energy/ice... havnt play her in few yrs. (really) With all the changes thats happend since 05, I have no idea where to begin, for a build. My goal is to be more on pve side of things, I want to dabble in pvp, but not hard core. So that being said, ANYONE out there have any adivce or a build I can go off of?? & What epic pwer. pools are the best? Ive always thought Ice, becaues of the heal and Hibernate.. but unsure if its the best for what I want.
