Sure, I see no reason that couldn't be up there in the realm of godliness.
The reason i suggest /Inv, is because with a few IOs (Kinetic Combats being a good pick) it can easily reach both the Smash/Lethal Defense AND Resist Caps, which is some ridiculous survivability right there.
And I'll let Werner extol the virtues of Katana.

Eh, it's OK.
I see two main strengths of Katana. First, there's Divine Avalanche, and soft-capping your melee and lethal defense is a great thing to add to a lot of secondaries. Second, if you can soft cap without Divine Avalanche, you can put out some very impressive DPS.
Katana/Invuln would be somewhere in between, kind of giving you your choice of benefits. If your build isn't soft capped against only one enemy, or if your defense has been debuffed, the extra melee and lethal defense from Divine Avalanche would do you some good. Then when you're either safe or surrounded, you can switch over to pure DPS. You'll probably be looking for a high recharge build, since it's nice to have perma Dull Pain, and the DPS chain will need a lot of recharge.

I also just came back after a long long time away. I made a fire/fire scrapper. Any glaring issues with those? I'm looking for something easy to level solo.

Fire/Fire is a great combination, but you have to be aware of its strength and weakness. Its strength is that it puts out a metric ton of damage. Its weakness is that it pays for it by not being as survivable as other combinations. I think of Fire/Fire as kind of a hybrid between a scrapper and a blapper. But don't let that scare you off. Imagine having a short range blaster with a lot more hit points, a self heal, and mez protection.
(The fine print: I haven't played one to any sufficient level. These comments are based on listening to what others say and looking over the powers, not on direct experience.)

The most survivable scrapper I have is my MA/INV. Invuln rocks because it has the best of both worlds with softcapped S/L defense numbers thanks to Invincibility and IOs as well as 70% S/L resists. And perma dull pain.
It's a beautiful thing.
I'd have to imagine a /WP will do real well too.
I recently IO'd out my DM/SD but since the resists are so low he'll take a bit of a beating from time to time depending on what he's facing. It's still fun but not as super as my MA/INV.
Fire/fire scrapper, IMO, rocks for two reasons. The first one everybody knows is the dmg. The 2nd one is that its a loose build. Between the two sets, depending on your playstyle, you have about 6 skipable powers allowing you go to the pools and fill those holes. You can make a ST monster or an aoe monster. If I ever decide to make two builds on an alt, my fire/fire scrapper will be one of the first I do that with.

I'll toss in a vote for my two scrapper builds:
Fire/Super Reflexes - great damage, and the comfort and survivability of soft-capped defense with Quickness to speed up the attack chain. Endurance has been a non-issue even before I tossed in a +end proc and speciality inventions. 2-slot attacks for endurance until then.
Katana/Dark - not a beginner build, but with the energy/ranged hole plugged up with some +DEF, it becomes a beast. It did take some IO slotting to get it that way, however, since Dark Regen is a huge hit to the blue bar and need frankenslotting, as well as some other +recovery to help smooth things out. With a Numina's and a +end proc, I expect I'd have no issues at all. For now, I make do with Conserve Power which means I chew CaBs only on long fights.
