Custom enemies not using their secondaries?

It depends on their level. Custom mobs wont use their high level powers at low levels, even if you have granted them in my experience.
I noticed my custom mobs (a Claws/Pain, and a Mace/Pain) were also refusing to use anything except one heal. I think Custom Pain Dom is borked. This was running with my level 50, so there's no chance they weren't high enough level to have access to those powers.
Also I gave a broadsword minion-type Parry and the idiots just kept cycling Parry. Who needs to Hack and Slash: I HAS DEFENSE BUFF NOW! Had to take it away so they'd stop being dumb.
Some custom stuff just doesn't work in the AI right I guess.
Since I14 I have noticed two very odd behaviours in the MA (Bugged then and just now)
In one of my missions there are two identical Fire/SS tank mobs. One is an Ally you get at the beginning and the other an optional boss in the middle.
When I first spot the Ally his shields and toggles are up and he cons purple (usually 53 when playing my 50)
As soon as I activazte him he drops all his toggles and level drops down to 50. If I lose sight he cons back up and toggles go up again.
The other is an enemy mob who uses all his toggles.
I noticed similar actions with my bubble defender ally. She will not use toggles once you rescue her, she is LT class.
Been playing around with different settings with no luck.

This only happens with Allies at level 50 and above. I compiled a lot of info on it and Sunstorm assured us that they're looking into it.

If I bump the mission level down to 49 will that work around the problem?
