That seems to happen if you are running any of the Windows Skinning programs. Try disabling them and try again.
If that isn't it, post a CoH Helper and Hijack This report so we have more info to try to help you.

I see you are using Alienware. That almost always has some kind of skinning program running. See if you can locate and disable it.
Also, it looks like the registry is a little messed up. I don't know if that's because you havn't gotten fully into the game yet, or it didn't install correctly to begin with.

where might i find the directory or change my skin.. you're right i have an alienware custom skin... i love and am sorry to loose it but i really want to play this game... not sure where i put it though or how to diable it at this point..
also i tried the link u gave me ...it made no changes... i tried to run it but it still did the dame thing.. gonna keep trying to find the skin until i hear back.

There she blows. I don't use it myself but I suspect it's either accessable via the control panel, start menu or is found sitting in the system tray. You can tell it not to skin CityofHeroes.exe and then the game should start up fine. Check "Ignore this application and do not skin it" under "Total Exclusion" in the "Per application settings".

Looks like I came back kinda late.. Glad you got it got it working though! 
Can't get into the game...stalls on "loading" before i can even logg in.
i have an original copy of the COH software. in addition to downloading it form the net, i have installed it from disk. the uplaoder takes a good hour and a half to download all the patch files and then tells me its ready... as soon as i try to procedd it says "loading" and never does anything...
i have a ticket in, but thats not going well....still waiting for a reply. any ideas? any at all would be appreciated.
