Video card crashes (?)
First, post a log from running CoH Helper as it will give information about your system and the CoH installation and settings.
Second, post a log from running HijackThis. This will show what else is going on on your computer while you are playing CoH.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

Yeah, Version186 may have issues with Vista/7, but it works just fine on XP (in my experience so far).
But if you wanted the previously recent version instead, here's 185.85:

Other than that, nothing is really sticking out to me except for the NVidia NetworkAccessManager that some people have reported having problems with. Usually it results in crashing, not graphic anomalies, but some people recommend uninstalling it anyway when you regularly run network-intensive software, like CoH.
I'd start with the driver and see how it goes.
Well Ive tried all of the drivers posted by Mateo and removed NVidia NetworkAccessManager from my computer, but Im still having problems. Ive noticed that this issue comes extremely often in the costume creation screen.

Do what was asked earlier. Make certain your power supply is large enough to handle everything in your computer.
Also,
is heat an issue inside your case?
How are the fans? Have any other besides just stock cpu and the one on the vid card?
When was the last time you cleaned out the case?
I run a "lean" machine meaning I have minimal processes running when playing mmo's. All of the antivirus, malware programs you have running are using valuable processor speed. I understand it is an AMD 64 but you are using a 32bit OS with 32bit drivers.
While in-game, if you press CTRL+SHIFT+ESC keys to bring up the Task Manager and click on the "Performance" tab and then click back into COH (the task manager should remain on top of COH) you will see a graph of which cpu core is doing all the work and how much FREE memory you have with COH running. If they seem to be at their limits, it may not hurt to shut off some processes.
Or, turn off the AA's you have set on 4X on the vid card settings and try.
The above is just something "I" would try =)
Other than that it may be the vid card may not be getting the proper amount of power under load or heat is an issue.

Im not sure exactly what the problem is, but when I play Coh/Cov, my screen will sometimes start flickering and produce a stream of lines and colors like this . This usually results in a complete freeze a few seconds later, forcing me to reboot. While Im not sure what the problem is, I believe it to be related to my drivers, on the grounds that I have had this problem before, and usually was able to solve it by (eventually) finding the a new set of drivers. However, I still had to play on lower graphical settings, or the problem would rear its ugly head. I am at the point now where I can no longer find a set of drivers that will not create this issue with Coh/Cov (assuming thats the problem) and have decided to ask for help so that I can get back to playing again, so if anyone can help me identify/correct my problem, I would appreciate the help. My System Processor is an AMD Athlon 64 Processor 32, and my Graphics Card Processor is a GeForce 7800 GT. Also, if someone is going to suggest getting a new driver, please suggest something that is also compatible with WoW. Thank you.
