SD/BS build needed with io's low budget 100m+
A lot of this is going to depend on how patient you are. A lot of times, you can get good sets (I'm thinking along the lines of Crushing Impact, Thunderstrike, Red Fortune and Serendipity) relatively cheap if you do not give in to the BUY IT NAO! price, or just do ticket rolls or play standard content and just sell what you don't use.
11 months of all-nighters, messy feeding sessions, bath fighting and realizing just how good my son's lungs work, and I am still convinced he is the crowning accomplishment in my life. What in the blue HFIL is wrong with me?
First of all, Shield Defense scrappers are not known for being cheap to softcap via IO sets. In fact, they have the opposite reputation, and for good reason.
I won't build your toon for you, especially under the stipulations you've outlined, but I will point you at the sorts of sets that might help you the most:
1) Red Fortune in particular is great for BS/SD. In addition to being cheap, it has great set bonuses including ranged defense, +recharge, and +damage. All around very solid for BS/SD. My sword'n'board build spent over 2 billion inf, including purple sets and PvP IOs, so influence was no object; yet I have Red Fortune 6-slotted in Deflection, Battle Agility and Weave.
2) Aegis is another good, inexpensive set that can be slotted into resistance powers like Tough. 5 pieces will get you 4.69% AoE defense, which is substantial. Warning: on a BS/SD, do NOT 5-slot Deflection or True Grit for resistance. Aegis is recommended only if you have Tough (or maybe OwtS if you dig that power).
3) The Steadfast Protection Res/Def unique isn't exactly cheap, but for the defense it gives you and the fact that it only uses 1 slot, it's a huge bargain at any reasonable price. It's available as a bronze roll, too, so if you have some tickets, try rolling in the 25-29 bronze pool and cross your fingers.
4) Gaussian's is another good set if you can squeeze 6 slots into Build Up. It's not very expensive for what it does: moves you a step toward all positional softcaps while giving you +HP, +Recovery, and +Damage. And the proc is hella nice when it fires.
5) If you can shoehorn 6 slots into Stamina, there's the Performance Shifter set that also has a nice proc, AoE defense, +HP, +Recovery and +Damage.
6) The cheaper 2 pieces of Blessing of the Zephyr will give you ranged defense very eloquently, but the -KB IO you'll need for the AoE bonus is fairly pricey. (Or was, the last time I checked.)
7) Mako and ToD melee damage sets aren't as expensive as they once were, and if you leave lowball bids up long enough, you can get most pieces of those for a song. You may find that getting that "last piece" you need for the defense bonus a little bit expensive, though; but try lowballing odd levels and you may score.
8) In my build I use a couple full sets of Obliteration to round out my Melee defense; but you may find this set prohibitively expensive. Multi-Strike has AoE and Melee defense, and is very cheap, but the bonuses are pretty small.
Shield Defense isn't cheap to softcap via IOs. You need good set bonuses and you need lots of them. So you will undoubtedly find that 100ish million influence isn't remotely enough to get it done, unless you score some pretty spectacular bargains.
But you can get some very good set bonuses on the cheap to make you stronger; and once you've found a good, steady source of income, you may then want to respec into something better-optimized.
Anyhow, GL, fight the good fight, and enjoy sword and board.

1 Steadfast Res/Def
Everything else is either moderately priced or cheap. Well within your budget of 100-150M. I'm fairly certain, I could build it for 70M, but I tend to be a patient marketeer. 150M would be the got it have it now price, assuming you bought some of the hard to get pieces as crafted IOs (which I wouldn't recommend).

Although that's a very nice budget build you posted, the numbers you've given here presume 1 ally in Phalanx Fighting range. If you're solo, the numbers will be 43.2 melee, 40.6 ranged, 34.3 aoe.
Not bad at all, though. And absolutely one of the cheapest BS/SD builds I've seen. I especially like the use of Webnade and Shuriken, which are good utility powers in themselves.

Yep, that includes Combat Jumping.
And yes, using Parry to cap Melee might be a much better route to take.
Edit: to change Mids' so that it shows Phalanx Fighting with 0 allies in range, go to Configuration: Advanced: Database Editor. Pull up Scrapper Shield Defense > Phalanx Fighting, and set it to scale from 0 instead of 1. Repeat for Tanker SD and Brute SD, and then your copy of Mids' will show you what you need to see for solo SD builds.
Actually shields is pretty end freindly in and of it self. The problem is that on it's own shields lacks mitigation. The end problems that are reported are for folks taking the fighting pool to try and shore up the mitigation weaknesses.

Not if you don't mind being a Hover Scrapper to get that bit of Defense. The recent buff to Hover's Fly speed makes it not too bad if you slot two of the Zephyr's in it.
And I'm jealous because I had to get Obliterations on my DM/Shield. I can't just run around popping Parry to fill in my Melee Defense .
I still think I managed to keep mine between 100-150 million and get 44.9/45.5/39, and I did not take Tough and Weave for the extra Defense. If I did it with DM (and I would only consider myself an enlightened casual player who likes playing around with Mids), doing it with BS should be no problem.

Just a side note, the Touch of Death Chance for Neg Energy Damage enhancement? I sold one recently for 18m. So if your cap is 100m, having that in there will cost 1/5 of your total budget, unless you can be really REALLY patient.

The only really expensive pieces are the two Blessing of the Zephyr sets and the Steadfast protection +Def.
You can probably add them in last while taking your time to shop for them. (or try to get them with ticket rolls).
My BS/Shield is currently 46, but he's softcapped to Melee (with one parry) and AOE with Range at 43%. There's a few pricey IO's in his build, but the most expensive (the Numina & Miracle uniques) aren't needed for the defense. The Steadfast I actually had drop on me sometime in the 20's; I'd been planning on buying it with merits.
I used one of my rich characters to buy all the IO's for this guy about the time he hit 32... other than the Numina/Miracle IO's (both MA ticket rolls during the first week of i-14) I don't think I spent more than about $50,000,000. Your mileage may vary with the market but two full sets of Mako, 4 sets of 5 Scirocco and 5 sets of Gift of the Ancients make up the bulk of the defense bonuses.
I admit I've had some unfair advantage leveling this character... a group of 4 of us rolled Shield scrappers together and we've been leveling them as a team... since level 28 we've all been over the cap for all positions with Grant Cover. Currently when we're together we're somewhere north of 100% def to all positions.
I must admit this is the most fun I've had leveling a scrapper... the BS/Shield has moved my BS/Regen onto the bench; the Shield is tougher and kills faster.

1. Get a trusted friend to be an intermediary
2. Use the IO storage bin in the SG base that both characters have access to
3. For transfers of influence only, you can use the market, but there's a chance that it will be intercepted. It also charges you fees.

Just a side note, the Touch of Death Chance for Neg Energy Damage enhancement? I sold one recently for 18m. So if your cap is 100m, having that in there will cost 1/5 of your total budget, unless you can be really REALLY patient.

That's the selling price of a crafted IO. The recipe costs a mere fraction of that, and only the salvage is somewhat expensive.
I bought 2 copies of this recipe for 105k and 1.2M respectively. The level 28 was more expensive than the level 36. Both filled overnight. Level is irrelevant for this IO enhancement, so it's easy to buy the cheapest one available whatever level it is (as long as you can slot it).
The recipe requires 2 pieces of rare salvage. 3 I bought with AE tickets, one I just bought off the market for 500k.
All told, I spent probably a little more than 2M to craft two of these IOs. And honestly, I'm not that patient. Anybody can do the same. The one you sold at 18M was sold to a player who a) didn't care b) was so rich, she didn't care c) was in a hurry d) ignorant of how cheap recipes are e) some of all of the above.
I decided to try a scrapper and see how its like, i know that both SD and BS are heavy takers on endurance, wich is why i decided to dedicate most of my inf for io's at 50.
I prefer if mixed with normal enchantments depending on priority, but if you can somehow fit most io's in for 100-150 mill, please do so.
Im also open to builds without io's if no major end problems.
Any help given is greatly appreciated.
