So i gotta make this quick, sorry in advanced. BUT I really would appreciate if someone could post some options on spines/regen builds... I've always thought +recharge is the way to go, but I dono if it's really +regen or even something else I'm just not aware of . Anywho if anyone could post a mids build or even just tell me what to build for I'd be one happy dude. All help is much appreciated!

P.S. I have about 250-350mil I can spend on this char, If it's going to be more expensive it'd be nice to be made aware of this beforehand so I can start saving up again >.>

High levels of recharge will be difficult on that budget, but it should be easy to pick up 5 of the 5% bonuses and Hasten.

Now you have options. One it to keep chasing recharge, mostly getting it from more unusual sources since you probably won't be plunking down influence for Luck of the Gamblers, and definitely won't be getting purples. If you can bump your global recharge up to 42.5%, you can six slot Hasten with recharge, six slot Dull Pain with five doctored wounds (all but heal/end) and a recharge, and you'll JUST be perma.

Your other main option is to switch to positional defense at 25% global recharge, and that's probably the one I'd recommend. Pick up Combat Jumping and Weave, possibly Maneuvers, slot a Steadfast Protection, stick a Gaussian set somewhere (Tactics if you went with Leadership), and start pushing the positional defense bonuses. I'd focus mostly on melee defense since you'll be in melee with most enemies, and melee attacks hit the hardest. Your Dull Pain won't be permanent, so next up would probably be some hit point bonuses, but the priority there isn't very high.

(edit: Wait, I need to read more carefully, like where you said PvP. I'm no PvP expert, but the small levels of defense I mentioned are probably completely and absolutely useless in PvP. So I'd be going for more recharge, but you'll probably want an actual PvP expert to weigh in.)

There are three main ways to go with Spines/Regen and it really revolves around what your fourth power pool pick is. Do you go fighting for Tough and some all around resists. Assault/ Tactics for Damage, To hit and + perception. Or Phase shift, making you hard as heck to kill and a great offensive tool for those who think they can always get away with it.

As far as epics go, huge fan of webnade. LBE is better damage (I think) than weapons offers though. Both are pretty nice for a full ranged chain though.

I think that's for outside heals.

Check your Mids on pvp mode. (Options/Configuration/Effetcs & Maths)

You can see then the dmg of each attack in pvp, and it's very different than in pve.

Yes, Kick, Air Sup, Flurry deal insane dmg here (much better than your primary attacks, whatever its activation time is). That's how stupid i13 pvp is, and no wonder why almost any serious pvper left the game or turned to pve only.

Anyway if you still wanna try it, go for the pool attacks first, and take the range attacks from Spines/.

And dont bother with any IO sets for pvp. They're almost totally useless with the DR, you'll do fine (aka not better not worse than anyone else) with SOs only.

I'd say some of +rechg and i'd probably go for like +20~30%ish damage bonuses with assault, if I build one for pvp =x but YMMV.
