"Toon" is a common shorthand for created characters. Not everyone uses it but most everyone will know what you mean.
If I'm understanding your SG question correctly, You can fill an SG with all of your own characters. It requires some assistance from another player (or account) but this is a common practice.
There isn't really a good answer for your dark vs. light question. There are some rumored developments on the way which might let a player create something like this. For now, dark is all we have.

In response to your questions, toon is just another name for character.
By profile, I assume you mean your account. You can have multiple characters from your own account in your SG but you will need someone's help to invite them unless you have a second account.
I can't speak as to to any "light" powers being in development. However, energy, fire, or peacebringer powers have always filled this bill for me.

Technically Peacebringers attack with light energy. There aren't any sets currently, or announced for the future, that are available to other ATs that deal in light.

There is always mental substitution.
For example, some people will, due to concept, use radiation powers as disease or infection, or probability control for example.
For now, if you want a Light powerset, pick something which looks good, or has the effects you want, and call it Light.
With power-tinting upcoming, you should have more flexibility in how your powers look.

Everyone answered your first two questions pretty good, so I'll just touch on the third one, the Light powers.
Dark powers are all Negative Energy damage as far as damage types go, and have a to hit debuff as their secondary effect.
Radiation Blast is pure Energy damage, and has a defense debuff as it's secondary effect (which would be the polar opposite of a to-hit debuff, and which Peacebringer light-based attacks have as well)
With the upcoming power color customization you can recolor Radiation Blast to fit whatever color you think a "Light" powerset should be and it would be functionally very similar to what Light Blast would probably be like.

There are also Energy Blasters. The Dark powersets are about sucking energy out of things, Energy blasters are about pumping a bunch of energy into the target. Which usually doesn't react well to the experience.
