Fire/Kin low levels
Fire/kin is a late blooming set. You're best off to find a team in order to amp up the damage/mob size so you can focus on buff/debuff and control.
Most of fire/kin damage tools come later and tend to be more multiple target focused, or will be endurance heavy, or both.
Ring of fire is a valid attack to set up containment. Respec out of it later or keep it for set bonuses or if you exemp a lot (task forces etc.)
I'd take Ring of Fire, and probably Air Superiority as well. You will be getting Hot Feet at 8, which will help you to kill a lot of things at one time, but for finishing off lieutenants/Bosses, a couple single target attacks are pretty well necessary. Some people slot Char for damage. I prefer to be able to hold bosses with mine, so I slot it for accuracy, hold, and recharge instead, and use other powers to deal damage.
Thanks for the replies. I suppose I'll pick up Ring of Fire when I get a chance then.

You can check out my guide, and there are several other Fire/Kin guides out there. On the lower levels though, you'll want to focus on being a controller before trying anything more daring with a fire/kin.
So, a slight update for anyone who might have been going through the same thing I did. I'm now up to 15 and Picking up Hot Feet at 8 made things a whole lot better. I still wish I had grabbed Ring of Fire at some point earlier, but I'm kind of locked into getting three fitness powers through Stamina at 16, 18, and 20. So it will have to wait till after that if I end up getting it at all.
Things are still pretty slow but at least I can take on groups of 4 whites and a yellow now without burning through inspirations. I end up not using a lot of my powers due to Hot Feet being such an endurance hog, but with opening with Fire Cages, Char, and Hot Feet, and the very occasional use of Siphon Power and Transfusion, I'm managing to finish battles while still vertical. I will say that the potential I can see in the power set has me drooling for the time when I'll have the endurance to use things less sparingly.
One more question. Are the lower level IO's (level 15 or 20) worth buying if I don't have much in the way of influence (less than 70k at this point I think). They're clearly much better than the training ones, but would it be better to save up and get them later? Or should I build what I can as often as possible?
Thanks again for the replies, and if anyone has any advice for the late teens and 20's I'd be appreciative.

My habit personally is to not slot anything but whatever random drops I get until I can put in lvl 25 generic IOs (I believe this is the point where they're "better" than SOs, but it might be 30, don't recall), but that's me. As for cash flow, the market forum is full of ideas and ways to help you fatten your wallet to do that, or whatever slotting you choose.
I'm a returning player. I played through issue 4 I think, but never played a controller. Now I'm back. Things have changed a lot, but it seems to be for the better with the exception of how long it takes to get anything done. But then, I suppose it was always a little bit like that.
I've read most of the first dozen or so pages in the forums and haven't been able to find much advice for new folk like me (or folk so old they might as well be new). All kinds of farming builds, or level 50 I/O heavy builds, but nothing that would ease the pain of the first 32 levels (that seems to be the consensus of when things get better...I obviously don't know from experience). Is there a leveling strategy that works better that I could re-spec out of once I picked up the powers in the 30s that make things gell? Or should I just slog through the low levels using a lvl 50 build as a guide?
I'm only level 7 at this point (its only been a couple of days) so for a more specific question, is Ring of Fire worth picking up at lower levels? I can see that once you get more powerful immobilizes and attacks that a single target version would be extraneous, which is probably why none of the builds I've seen incorporate it. But is it useful at low levels as a damage attack?
Part of the problem is I seem to be using Brawl an awful lot, because it recharges quickly and does more damage than a lot of other things I have and it doesn't use much End. The fact that I'm using it so much makes me think I'm doing it wrong though. Plus, things are pretty slow going. I'm sure a lot of it is that I'm still knocking the rust off, but really...Brawl as a heavily used power? Is this what I'm reduced to until I spend a month of heavy gameplay?
Any advice/suggestions you all have would be greatly appreciated.
