Windows Vista / Windows 7 odd lag issue
Check out this thread, Common Solutions & Posting Guidelines and look for other Windows 7 threads.
Then post the results of this program:
<ul type="square">[*]HijackThis - it will show us what's running on your computer concurrently with CoH. Click on "Do a system Scan and save a logfile." It will automatically open up Notepad and put the info there. Make sure Wordwrap is off in Notepad (Format > Wordwrap unchecked) before you cut and paste here.

I don't think a HijackThis report will do any good in this case since the problem occurs on completely separate installs of:
Windows 7 64-bit
Windows Vista Ultimate 64-bit
Windows XP Professional 32-bit
The Windows XP install I put up yesterday, and after it finished installing I installed my anti-virus ( AVG 8.5 Licensed ) then City of Heroes from my original install disks and then updated to the latest patch and the problem was the same.
As far as the Common Solutions and Threads, I've tried everything in there as well as looked at the rest of the Windows 7 Threads, but like I said... it's not just windows 7 ( stated plainly in my original post )
In your original post you said:

By refusing to post a HJT log, it's rather difficult to tell if you overlooked anything or not.
Best of luck in finding a solution.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

Which operating system would you guys prefer? Windows 7, Windows Vista, or Windows XP?
Since the CoH Helper was from Windows 7, let's try that one for consistency.

Not sure I've ever seen a HJT log where the only running process is HJT.
Let's see.
The O17 entry could be a Domain Hijacker. If that isn't your ISP's DNS address, I'd kill it.
Kill the Bonjour mDNSResponder entry. It isn't needed while you are playing CoH and it's requests could be causing the network hiccups.
For similar reasons you can kill the wmpnetwrk service entry.
You could actually shut off your AVG since you know there are no updates today to make sure something in AVG isn't causing any network issues.
From what little there is of the HJT log, I don't see anything else that I can comment on. Maybe someone else will see something I've missed.
Since you mention running different versions of Windows, are these all on the same computer or on different computers? Are you running through a router? If so, have you tried resetting the router or checked for a firmware update? If you are using a router, have you tried connecting directly to verify that the router isn't the cause of the problems?
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

Same computer. Problem is that the CPU jumps to 100% usage, not sure if the network lag would cause that would it?
In-game, type /netgraph 1 into the command line and keep an eye on your Internet connection... that could be the culprit.

That type of situation indicates you has a program/process that's launching and using up CPU cycles like crazy. Do you have any autoupdate software running; or anything set to 'check for updates' in the background?
Nothing running except City of Heroes. On the latest trial I installed Windows XP 32, AVG, and City of Heroes. Same effect. I disabled AVG recently and just ran City of heroes, no difference. Other than the normal stuff that comes with Windows XP ( non Branded version, just plain off the retail shelf Windows XP Pro ) it only has CoX. Each Operating system also is on a separate drive with lots of space free for a pagefile.
This evening I tried setting the pagefile to custom ( 1.5x the RAM ), then setting it to windows controlled, no differences on any of the operating systems. I'm about ready to see if the darn thing will run under Linux.
Could be any number of things... I run CoX on Windows Vista and 7 as well, and I've seen the CPU jump around sporatically... Seems to happen more on Vista than it does on 7, although 7 isn't immune to it. Possible that the OSs aren't managing the CPU correctly, or it could be something happening in-game as well... When it starts jumping around sporatically, are you around a lot of other people? Lots of effects going on at once? Were you on your enhancement screen for a while and then came out of it? Possible it is the internet connection as zombie_man suggested. Might even been the CPU itself faltering. Try lowering your Anistropic Filtering by 4X or 8X, or turning it off completely. I know, last resort... But, worth a try.

That HJT log is jacked up. Are you running as an admin or as some protected account? That is *really* weird looking... NO startup programs?! NO BHOs or DPFs!?

After reading through the HJT descriptions the other day, that could be a hijacker. Not sure, but 017 seems to indicate a problem in their literature. Not to mention that this:
Platform: Unknown Windows (WinNT 6.01.3004)
No AV/EBs Deal with The Devil's Pawn-207266 Slash DeMento and the Stolen Weapons-100045 Meet the Demon Spawn-151099 Feedback
Well, Unknown Windows is, of course, due to the fact that he's running Windows 7, and HJT obviously not updated to recognize an OS that's still in open beta.

I've been having some really curious issues with both Windows Vista and Windows 7 and CoX. It was fine one day, then seriously bugged the next. What happens is that when I start playing, for about 5-10 minutes, everything is perfectly fine. FPS of about 59-65 on full graphics settings. Then my FPS drops to 0 for a about a second, then goes to the normal 50-60 for a couple seconds, then back to 0 and over and over. It will do that over and over like clockwork.
I have a good system that should handle this game without a problem, I've tried pulling one video card and going to a single, tried disabling SLI, disabling dual monitors... I even tried installing a completely fresh version of Windows XP and it started the same thing... with only Windows XP, CoX, and my virus scanner ( which I tried turning it of, no difference ).

I have two monitors, one 22inch Widescreen and one 19 inch Widescreen. Resolution is normal for both, default values. I've tried rolling back my drivers to all previous versions for Windows 7 and on Windows Vista down to the 181, same with XP. Running it on three operating systems, and having one be a fresh install with only CoX installed on it leaves out spyware and such so I'm not bothering with a HijackThis report. I've tried everything I can think of and being as close as I am to the issue I'm asking for help since I'm completely at wits end.
Hope somebody can think of something I have overlooked. The problems started in earnest around the 5th of June give or take.
