Quik question, i noticed the pvp option is on. But since you dont have any KB protection and you picked the aoe hold im guessing this is a farm build. If it was mine, id get rid of stealth and beef up your life bonuses. The new doms dont need so much recharge so you could do couple powers with 3 apoc and 3 devistation and that will get you alot more life. Look at stamina, and health. Your missing 2 huge life bonuses there, and you could make much better use of those slots in stealth. Other than that, your build looks solid.

going of of what cronic is saying is true, also some of the IO's you use are wasted, i mean for example look at your shield, why slots a recharge speed IO into that if the shield comes back fast anyways, also look at your set bonuses, over over 5 sets of 9% acc, and your shield is wasting that extra 9%, so your wasting infamy. where u could take the 6th slot from drain psyche add it to PFF, put the last IO from scorpion shield and put that in PFF, then take the slot from scorpion shield to drain psyche. and put the recharge back into it.
also your taking all those purple sets, but neglecting some of the best procs in the game, say amrageddon, apoc, hecta.
your missing some real key things, and like cronic was saying if you've been following the soon to be changes to dom's then you'll know building for hela recharge is a thing of the past.

Anyway? Alien and I were chatting and he wanted to post the build for fun. Not to be critiqued.This is a perma build he was playing with is all.
its all good he just needs to do a little more work with it. its the idea of coming up with an idea, implementing it and then going over what you put in to make sure the idea is acchieved but nothing else is broke. if he can acchieve that he'll be a step up on the dev team.
