Grab AS, BU, Placate, and Thunderstrike.

Can you explain a little more? I'm totally new to this game. Which one of those skills should I get first and what secondary?
Pick those up in order that they open. For a secondary, I'd say it depends on what type of PvP you want to get into. For zones, you can do well on most secondaries with enough practice. /WP, /Regen, and /Nin all have their up sides. For arena, I'd probably go with /WP.

What about enchancement slots?
If you're going regular enhancements, usually 3 damage/3 acc work for most attacks. Your self-heals should run 3 heal/3 recharge. If you look into getting into IO sets, look for sets that give recharge, damage, and accuracy bonuses. (though that is more costly and complicated, but entirely worth it)

I see. What is your suggestion for skill builds for WP and early game skills? I have havoc punch, hide, and high pain tolerance.

You'll want to pick up Heightened Senses, Mind over Body, Indom. Will, and at least Stealth from the concealment pool. Also, look into getting a stealth IO for your travel power of choice at some point. With Hide, Stealth IO, and the concealment pool, most people will have a hard time seeing you before it's too late.

Should I get jacobs ladder or reconstruction? Or do you suggest just getting the EM skills you listed and the rest into WP?
Jacob's Ladder isn't that great, in my opinion. Between AS, Thunderstrike, and Chain Induction, you should have all you need to get in, get a kill, and get out. Keep in mind, you'll need power slots for things like travel powers and fitness as well, so it can get a bit tight at times.

Here's a rather expensive Elec/WP/Soul build that I lifted off a friend of mine (and modified slightly). This is just to give a general idea of what powers to take and how to slot them, but note that this build does not have Stamina and instead relies on expensive IO set bonuses to somewhat compensate for that.

SS+SJ has been, and despite attempts to change it, still is, the optimal travel combination for PvP because it gives you quick movment on both the horizontal and vertical planes. If I had to pick only one on a Stalker I'd pick Super Speed, just because you need to be able to move quickly to AS a target while it's on the ground (you can't AS something while jumping due to the interrupt time on AS).
