Hello everyone.

I got my brother to play CoH this weekend, and we are thinking of making some heroes together. He really wants to make a Kinetics/Ice Defender, so I was trying to decide on a powerset that would compliment that well.

Katana/Willpower seems fun and is what I am leaning towards at the moment.

Does anyone have any input on what they would choose given that opportunity?

Well, considering what Kin/Ice brings to the party (+end, +recov, +dam, +rech) and what it lacks (AoE damage), I'd suggest Spines/*. You'll get plenty of AoE damage plus the additional recharge and recovery will help alleviate the primary Spines/* problems. As for a secondary, try */Invuln (taunt aura + Spines, decent debuff resists, nice dam resist to stack with huge -dam) or */DA (exotic resists, damage aura, control auras, but has end woes that Kin takes pretty good care of).

as a Kin/Ice defender my self he will get alot of agro.. you may want to look into an AoE primary..

Im not to familiar with all of them for Scrappers... But my claws has some nice AoE and with him being Kin your all lethal low damage will be non existant...

I say go with spines/dark or spines/fire. I see total carnage with you jumping in the middle of a mob with all them aoe attacks buffed with fulcrum shift and then your brother adding ice storm and blizzard to the party. All them orange numbers... It sounds so wonderful.

Spines/Fire. The differences in survivabililty between Fire Armor and Dark Armor become irrelevant if you duoing with a kin. Spines/Fire would be the higher damaging of the two, making it the better choice IMHO.
