It is supposed to have a 33% chance to generate a small AOE confuse mag 3 for 10 seconds according to mids. I know it was bugged for quite a long time but am not sure if it is currently working as intended or not.

It is bugged. It will sometimes hit your own pets (or your allys' pets) with the confuse too. This is supposed to be fixed in i15.

Every target hit by the power has a chance for a seperate {Contagious Confusion} power to go off, this power has a 33% chance to give the same power to every target within 10ft.
Sort of like Chain induction of sorts with confuse instead of damage. Trow it in an AoE, its hilerious
large cone... and perma dom... EWWW

Note that if you're Storm secondary, Steamy Mist has Confusion protection in a wide radius -- it will almost always protect your pet. I've seen purple bubbles and strange behavior on Jack Frost for only a few seconds two or three times in a year. Feel free to use the proc if you've got Steamy Mist.

Assuming you have 100 targets packed into a tiny area, of course. Given the aggro cap and target cap, that's not really something that can happen anymore.

hence the preface of the "best case scenario". I have been on ITF's with my Plant Dom who has this proc slotted and had it hit more than 50 targets due to the proc.
