I think cien might be talking about the overall changes that are being made to all dominator secondaries. Castle is trying to remove the Jekyll/Hyde of domination for the AT by removing the damage bonus from domination and increasing the damage off all attacks. There are also changes to recharge and endurance costs of the attacks Check out the patch notes for i15 or look at the dominator revamp feedback thread for more details

Well, since I never played the powerset, those seem like fair tradeoffs overall, no? Also, I'm going for more of the blasty attacks in the set..Think of Darth Sidious shooting darkbolts from his fingertips yelling 'UNLIMITED POWAH!!'

Something of note - all the reductions are melee powers, with the one ranged power mentioned actually getting MORE damage. At least that's what it look like to me.
