Not really. Cap au is generally the busiest, since it has the University and Black Market. Broadcast is heaviest there for AE. But it's still not really a social "hub". Villainside doesn't really have one.

Cap Au Diable is the most hub-like zone on the redside; it's got an AE building, a University, a Black Market, and access to every zone except Port Oakes. (And Monster Island/The Abyss/Cimerora, but those only have one entrance anyway)

Also, access to Cimerora is in Cap Au via the University which houses the Midnighter Club.
So clearly Atlas Park is the hub for everything (social, AE, missions, etc) on the hero side.
Is there something similar for the villain side? The first two zones seem to be ghost towns(I am on Virtue). I would like to run AEs with people at some point with my villain.
