With inspirations, in some cases it is. I can't say for certain anymore. WP/EM got through a few with nothing but reds and some nice global recharge.
I'd imagine some /DM tanks could do it now with enough reds and some soul drain fodder.
As for w/o inspirations I think only Shield/DM has done it so far.
Fire/Fire tanks used to do it all the time, even before IO's.
Same for Fire/SS tanks.

I'm in the slow process of rebuilding my semi-retired namesake character (fire/fire) up again, and I think it might be possible to get her to the point where she could deal with at least some AVs. Gonna be expensive, though...
