Couple Questions
You can now have more than one character build (so you can build differently for PvE and PvP, for example, or for soloing vs. teaming), and selecting the active build allows you to switch between them.

You can have two builds for a character. This is a really nice feature *IF* you want to use the character for two completely different purposes: PvE and PvP, solo and large teams, etc. Since you're asking about general build questions, you probably don't need two specialized builds on a character at this point. Some people never will. I don't have dual builds on any of my toons.

Great thanks. Since I havent really paid much attention to the powers I chose and how many enhancement slots I have put in. Does hat mean I have to start from level one if I choose the other build?
Yes and no. The second build will start out as an untrained build of equal level. So you will be able to immediately start training and selecting powers up to the level of the first build.
The two builds will always have the same amount of xp regardless of which you play with. Think of it as having two sets of powers on one character. (not to imply that you can select a different powerset, it's just easier to think of it that way sometimes.)
If you switch to Build Two at level 10, gain two levels, train and select your slots and power then switch to Build One you'll find it a level 10 build as you left it with the level up arrow flashing.

Things you want to know about dual builds:
1) There is a 15 minute waiting period after you change builds - you cannot change them immediately back
2) When you first do it, you start leveling your second build from the very beginning, so you get to re-choose all your powers.
3) None of your enhancements you have on the other build carry over.
Well I don't have any enhancements in because I leveled up so fast, and I have one more question.
Where can I find a build for Shield Defense? I already got one for Electric Melee.
No I wouldn't think it would be necessary to scratch and start over the vast majority of the time. Instead as I leveled the next few times I'd place the new slots to make the current character build match the desired planned build.
That said the early levels do fly by generally so if your current build is vastly different from a planned one then it's also not a huge issue to start over either. The lower level and newer the character is the more true this will be.
Shield Defense is a fairly new addition to the game and as such I don't think a guide for brute version has been made yet.I could be wrong tho.

Hello. I am fairly new to this game and I just some quick questions.
First, I went to level up my character and I noticed that in the Arbitet Richard menu that it said "Choos Active Build" What does that mean?
Second, what is a good build for an Elec/Shield Defence Brute?
