No, you can't farm PVP IOs without shelling out for a second account.

2nd accounts always good if you're an active player. 36 slots only go so far for some altaholics. My wife stole my old 2nd account when she got into the game. Eventually I got a 3rd account for more toons.
Not to mention bonuses like quick money trades and sg invite/promotions. W/o having to bother people.
